After Rachel Cole refused to let Billie Rose into the Ladies Aid Sewing Circle and Rescue Society, Billie Rose formed her own organization. As she did not have bylaws, she provided money from Sugar Boy Mine where it would do the most good. Rachel Cole did not approve, even after Pastor Horner spoke of their good works¹ from the pulpit.
